1. I don't know if Ray lives in a specific place, but he's usually at the lake or around a river. Try entering a building and then exiting to see if he appears. You can use the map to see if he's outside
2. You get them from the Woodcutter.
3. I like the Riverside, but it depends on what you like most.
I have a couple more tips:
- Give Potatoes to Theodore to unlock more land to purchase.
- Befriend Saibara and ship ten Good Clays. You'll get the Mixing Pot and you can make things like Balm. You'll also get the Aging Pot, which you can use to make Soda and other things.
- Don't ignore Ray or else he'll leave. You can get him back, but it would probably be easier to keep him there then to have him leave and get him to come back.

Ray doesn't have a resident. You can most likely find him around the Riverside or Sunny Lake.
EDIT: More hints.
Ship 30 cabbages for strawberries.
Befriend Woody, Joe or Kurt (1 Heart) for Level 3 house.
Befriend Martha and bring her wool (2 Hearts) for the largest rucksack.

You meet Ray at Sunny Lake, I believe. I think there's a cinema that happens, but I can't remember when. ^^' You can mostly find him at Sunny Lake, by the rivers, or on the Island. To get to the Island, you have to befriend the dolphin at the end of the pier by talking to it and giving it fish.
You can chop trees to get lumber, or buy it from Woody.
I started out at River Side, but moved my house to the town area. However. Starting at RiverSide gives you your watering hole without moving it or building a new one. River Side has the best soil BY FAR (soil quality counts in this one) and right there for fishing.
Use River Side for crops ONLY. Once you have the money, buy the Ocean property that's available at the beginning of the game. Put your animals and pasture there. After that, get up the money (and get Theo's hearts up) and buy a plot in town. I moved my house there.

I noticed a couple of errors on that page. I know that Ray can leave as well as the characters listed and you don't need ten hearts for the kiss on the festival where you view the moon.

Actually, the number is 50 cabbages. Why? Because I shipped 45 and haven't gotten strawberries. Trust me- there was a bit of a controversy but after testing and discussion, it's 50.
